1998 Bijhan and Laharn federal election
The 1998 Bijhan and Laharn federal election took place on 2-3 May 1998 to elect the members of the 2nd Kunveno.
Composition of Kunveno[edit | edit source]
The Kunveno is bicameral, with a Senate and a House of Representatives, both of which have 120 members. Senate seats are divided equally between the two states, while seats in the House of Representatives are apportioned based on the populations of both states, provided neither can be apportioned fewer than 30 seats. As Laharn's population grew faster than Bijhan's during the previous five years, one seat was transferred from Bijhan to Laharn,
Electoral system[edit | edit source]
The Kunveno is elected under a system of proportional representation, in which each constituent state forms a single electoral district. Political parties submit ranked lists of candidates for the Senate and the House of Representatives. Voters vote for one party only, and that vote is counted as a vote for the party's candidates in both chambers. Once the votes are tallied, the seats are distributed to the parties using the pure D'Hondt method with no set threshold. Candidates are elected based on their ranking on the party list.

Election of Presidential Council[edit | edit source]
The Presidential Council is elected on a single list by special majority vote. There are six voting members and a variable number of non-voting members, with each group divided between the constituent states according to population, provided each is allocated at least one-third of the members.
The 2nd Kunveno was convoked on 1 June 1998. The House of Representatives approved the list on 2 June by a vote of 89–31. The Senate approved the list the following day by a vote of 84–36. The 2nd Presidential Council began its term on 1 July 1998.
