Members of the American Parliament (MAPs) are elected to the transnational legislature by the member states of the Conference of American States (CAS) once every five years. The current composition and election system was established by the American Electoral Act of 2001 which laid out how electoral districts (constituencies) are organized and how members are elected.

The number of constituencies varies by member state which is determined by the population of said member state with member states such as Brazil, the Kingdom of Sierra and Brazoria having the largest number of seats in the American Parliament at 118, 85 and 55 seats respectively while states with the smallest populations such as Jamaica, Suriname and Guyana all being organized into one single constituency. In general, all constituencies, regardless of what number each member state has, are multi-member with between 5 to 10 MAPs being elected to represent one district overall, though the number of representatives per district varies by member state overall especially those with the largest number of constituencies overall.

The D'Hondt method is the primary method used by the CAS to determine how many constituencies each member state gets taking into account their populations, population growth and demographic trend using census data. Redistricting is determined by the American Parliament overall as established in 2005 to replace the previous method where individual member states and their governments originally determined their composition and number starting in the 1980s using government commissions to carry out said tasks.

Proportional representation such as the party-list system, instant run-off voting (alternatively ranked choice voting) and plurality voting (first-past-the-post) are the main electoral systems used to elect members to the American Parliament where they serve five year long sessions. There are no term limits for MAPs and by-elections are held to fill a vacant seat if one emerges before the next election.
