The American Secretariat (AS) is one of the principal organs of the Conference of American States and serves as its executive. It operates and functions as a cabinet government, consisting of 25 ministers, each of whom represent one of the 25 CAS member states and form the collective College of Commissioners, and three executive officers: the Secretary-General, the Deputy Secretary-General, and the Secretary.

Each of the 25 ministers within the College of Commissioners are bound by oath to represent the interests of the CAS as a whole as opposed to their home country. The three executive offices are nominated by the American Council and elected by the American Parliament to serve on renewable five-year terms. There are no term limits on any of the offices. The Council of the Conference of American States is responsible for nominating individuals to serve as American Secretariat ministers and nominees are formally elected by the American Parliament. The current Secretary-General is Johann Johann Hauptsmann and the current Deputy Secretary-General is Oscar Turray.

The American Secretariat was one of the original institutions of the Conference of American States. Its source of inspiration derived from the League of Nations Secretariat and the secretariat of its predecessor organization, the North American Defense Organization. Initially, the American Secretariat functioned more as the administrative, internal body of the Conference, lacking the mandate to enforce CAS authority over its member states. As the scope and powers of the CAS evolved through series of treaties, laws, and regulations, the power of the American Secretariat grew in tandem.
