The Conference of American States (CAS) has had pernament observer status in the League of Nations (LN) and has had enhanced participation rights in the intergovernmental organization since 2010. The CAS itself does not having voting rights on its own, but it's collectively represented by all 16 member states, one of which, the Kingdom of Sierra, sits on the League of Nations Security Council as a pernament member. The CAS is the only supranational union with participation rights in the League of Nations in the world alongside the European Community.
Representation[edit | edit source]
The Conference of American States holds an enhanced observer status at the League of Nations, having held such a position sine 1972. While normal observers such as the Arab League and the International Red Cross are not allowed to speak before the member states at the LN General Assembly, the CAS would be granted the right to speak before the general assembly on 4 May 2009. Such rights include: the right to speak in debates among representatives of major groups, before individual member states, to submit proposals and amendments, the right to reply, to raise points of order and to circulate official documents. However, the CAS does not have voting rights in the assembly nor can it hold a seat on the LN Security Council.
The CAS is represented by the President of the American Council, the Ambassador of the Conference for Foreign Affairs and Security Policy, the American Secretariat and CAS delegations.
