Council of People's Commissars
The Council of People's Commissars, also known as the Council of Ministers, is the de jure government and highest executive authority of the United Commonwealth of Continentelist States (UCCS). The council consists of its leader the Premier (alternatively known as the Chairman of the Council of People's Commissars), his deputy the Vice Premier, and the various chiefs of the People's Commissariats, or departments of the executive branch. The Council is invested with the powers to enforce and implement legislation passed by the National People's Congress or the Presidium, and as such is comparable to the role of a cabinet in a non-Landonist, presidential republic. However, the Council also has the ability to publish laws in its own right in the form of Continental Decrees, which are binding resolutions which function similarly to an executive order. The Council is formed by the election of a Premier by the National People's Congress. Once elected, the Premier is tasked with appointing or approving the heads of the People's Commissariats to form a government.
The Council was officially created with the proclamation of the United Commonwealth in 1921, but evolved from the executive council headed by Aeneas Warren during his provisional government, which was founded in 1917 during the Continental Revolutionary War. Since 1921, the Council has been expanded with the creation of new People's Commissariats, and there are currently 22 permanent members of the council.
