The Indo-Pacific Treaty Organization (abbreviated IPTO) is an intergovernmental military alliance and socioeconomic organization established by the Treaty of the Pacific, signed on 9 September 2006. The primary purpose of the organization is to provide and coordinate collective defense and security among its member states, all of which are located within the Asia-Pacific region. The alliance consists of 10 member states, five candidates for membership, and two dialogue partners as of 2020. The Indo-Pacific Council, the civilian governing body of the organization, is headquartered in Porciúncula, Sierra, while the Indo-Pacific Allied Operations Command is located in Manila, Tondo.

The structure of the organization is similar to its European and North American counterpart, the Northern Treaty Organization. The Indo-Pacific Council consists of permanent representatives from all member states and is the main decision-making body, while the Indo-Pacific Military Committee consists of the members' military chiefs of staff or their representatives. The Secretary-General is the overall head of the organization while the Military Committee Chairman is its highest ranking military authority. Unlike the NTO, the IPTO has no joint force commands, but the goal of the Allied Operations Command in Manila is to coordinate between individual militaries of its members in the event of war and to organize training exercises.

Background

The Southeast Asian Treaty Organization (SEATO) was a Cold War military alliance that existed in the same region and included many current IPTO members. However, internal disagreements between members, including over relations with the People's Republic of China (PRC), and the Sierran handling of the Vietnam War caused the organization to be dissolved in 1977. Still, figures such as K.S. Foreign Minister Henry Kissinger continued to advocate for a Northern Treaty Organization-type institution for the Pacific Rim countries.
