The Chancellor of Haiti is the head of government for the island nation of Haiti, and the head of the ruling political party and the cabinet responsible for running the various aspects of government. The office of Chancellor was established in 1804 when Jean-Louis Vigouroux, 1st Duke of Cap-Haïtien was appointed to the position by Jacques I of Haiti. Traditionally, the Chancellor has been appointed to the position by the imperial decree of Haiti's reigning monarch, and accepted by the Estates General, over which the Chancellor presides. These "imperial mandates" exist in complete separation from any democratic process in Haiti, with each Chancellor answerable to the monarch of the country, who typically appoints and reappoints individuals to the office in accordance with their political views and long-term objectives.
Became the first Chancellor of Haiti in 1804 following the Haitian Revolution. Served as the head of the Haitian military as the "Grand Marshal of Haiti", a title which he held until his death. Responsible for the modernization of the Haitian military, and organization of the structure of the imperial government. Cap-Haïtien was paramount in crushing the attempts by the founding fathers of Haiti in attempting to seize power from Jacques I, and solidified the political power of the central government in Port-au-Prince.
