Parts of Central Africa and Southern Africa are either unclaimed or undeveloped, while in the (Greater) Middle East, it's mainly places such as Lebanon, Yemen, or Afghanistan, or the Caucasus

Your first idea is in line with what I envisioned so that would work perfectly. As for your question, it's hard to say but the most oppressive country would likely be one somewhere in the Middle East or Africa. Unfortunately, these regions are still not as fleshed out so it is hard to say

It would depend on the Church's stance following the annexation of Canada. If the church was supportive of the Superian government, I think it would just go through a rebranding in order to make it seem more Superian. However, if the Church was openly against the annexation (like issuing condemnations and such), then I can see it being forcibly reformed or dissolved (most likely the former)
